Max linear motion is like the panic timer in the sense of it being a scene safeguard. What it does is prevent any soft body nodes or any rigid bodies from accumulating momentum / velocity after a simulation update ( so substep and not frame ). Its purpose is to protect a scene from blowing too hard in a single solver call basically. It is not designed to kill motion but instead it is designed to limit motion linear momentum. It is constant and global like the panic timer and can't be key framed safely as it stands.
