Cloth simulation cannot start without pre-roll. Even if the character is stationary, clothing needs to drape with gravity.
If your character is moving on the first frame of the shot, the cloth also needs to have picked up momentum that matches the character animation, so that the cloth sim looks correct on the first frame of the shot.

So the typical pipeline is -
1) A character starts in a T pose with legs apart, so that there is no intersecting of the garment and the body, or garments with themselves or each other.
2) If necessary with garments are also pulled apart at the start and allowed to slowly fall into place with gravity.
3) Next the clothing is allowed to drape with gravity
4) Then animation runup starts to get to the first frame of the shot - how many run up frames are required depends on the number factors such as how far the character has to move from T pose to first frame of the shot and also how fast the character is moving at the first frame of the shot.

Now we understand that this run-up is a big time waste and so we are working on some technology that will cut it down significantly.
This tech should find its way into the plug-ins, in about 6 - 9 months.
